Animal shelters throughout the nation are grappling with a surge of abandoned pets and stray animals. The Harris County Animal Shelter in Texas is feeling the squeeze, housing over 200 dogs despite having room for just 150.
A recent visit by a KHOU 11 News crew to cover the shelter’s overcrowding unveiled an unexpected story. Upon arrival, they noticed a solitary dog chained outside in the blistering heat.

One evening, Dr. Michael White, the director of Harris County Animal Shelter, turned on his TV to catch the local news. To his surprise, the segment featured his own shelter.
Janelle Bludau, a reporter, was seen standing at the shelter’s gate, beside a frightened dog left behind earlier that day.
“I was watching and saw Janelle, the reporter, standing outside by the road, talking about the dog found chained to our front gate,” White explained to The Dodo.
Spurred into action, White quickly got dressed and drove 45 minutes to the shelter. Upon arrival, he found Bludau comforting the dog, who wagged her tail despite her ordeal.
The dog, though abandoned, displayed a gentle demeanor. White brought her inside for a check-up, which revealed a flea problem and heartworm, but otherwise, she was healthy.
However, an X-ray revealed a surprising discovery: she was pregnant with ten puppies due in two weeks. Moved by her situation, White chose to take immediate action. Naming her Jennel after the reporter, he decided to provide her with a home.
“I decided she wasn’t staying there any longer and brought her home,” White shared with The Dodo.
Despite joining a household with two other dogs and two foster dogs, Jennel quickly felt at home. Her seventy-pound frame didn’t prevent her from curling up in laps, sharing affection and gratitude for the care she received.
Just before the two-week mark, White noticed a shift in Jennel’s behavior. Her usual playfulness gave way to restlessness, signaling the imminent arrival of her puppies.
“We knew something was up when I got home from work that evening,” White said. “I hoped she’d go into labor during the day, but…”
Together with his wife, White prepared for a long evening. Jennel went into labor around 8:50 p.m., welcoming one puppy after another until the tenth one at 3:35 a.m.
The surprises continued when an eleventh puppy was born at 6:05 a.m., completing the litter.
Though exhausting, the Whites were overjoyed with the new additions to their family. Jennel’s maternal instincts shone through, proving herself an excellent mother.
“She keeps the pen clean constantly,” White said. “I couldn’t ask for a better mother.”
The Whites decided to foster Jennel and her puppies until they were old enough for adoption. Their home was filled with energy, affection, and fun as the weeks passed.
When the time to say goodbye arrived, it was a mix of joy and sentiment. By late July, KHOU 11 reported that Jennel and one puppy, Lisa, were adopted by friends. The remaining ten also found loving homes.
For Dr. White, parting was bittersweet. Jennel, once abandoned, had brought warmth and happiness to his life. He found solace knowing her story shifted from struggle to hope.
Today, Jennel flourishes in her new home, and her puppies are living happily with their new families. One puppy even embarked on a special career, symbolizing the resilience and hope seen at the shelter’s gate.
